Can anyone tell me what the State Troopers, Mobile Police Department, Mobile County Sheriffs Department use in terms of Radar? Are we even allowed to know this?

I can't speak from firsthand knowledge about the locals, but all the radar I've seen from troopers are in the 34.7 family. In some areas of the state they've used laser, though it's rare. If you have a detector that can be segmented by radar bands, segments 2,4,5,6,8 are what I have my R7 detector set to.
