Hot Enforcement Areas in the Twin Cities

I have been reading you guys for awhile and using CMs for quite some time so I have had my share of encounters around the Twin Cities. I live 20 minutes away from there but I thought this would help people travelling or living in Minneapolis/St Paul. Again, this is only a small percentage of all the places where Police sits so always be careful and don't get too confident.

Let's start with the main highways. You have I35W & E that help you navigate N to S. I35W goes through Minneapolis and I35E goes through St Paul. You also have 494 & 694 which are the bypasses. North bypass is 694 and South bypass is 494. You also have I94 that cuts the Cities E to W until it hits Minneapolis, then it routes north and connect with 694. 394 cuts the the other half of the Cities as it goes from DT Minneapolis all the way up to 494.

MSP patrols most of the highways (state and interstates) around the Cities but you will also find Local PDs doing some enforcement, especially on highways that are not interstates. I can safely say that interstates are 90% MSP and 10% Locals.

MSP loves rolling I/O (front and some rear). If they are stationary you will find a mix of Ka CO and I/O. They also use LIDAR (PL3s, Prolites, and Truspeed as far as we know). LIDAR is more common in the Summer although I have seen them use LIDAR in during the Winter with windows rolled up.

I35W

SB I35W/E46th St. I have seen the MSP sit in the median right where the exit for the buses is. They hide between the two concrete barriers and shoot CO Ka and when a car passes, they get their readings and they are ready to speed up and go get their customers just a few feet down the road. Really sneaky and hard to see at night as they have no lights on at all. If you are smart enough you can kinda see their light bar as you approach them.

NB I35W/E50th St. Almost the same location but driving north. I have seen the MSP shooting LIDAR to upcoming traffic and have a couple cars for chasing.

NB I35W from Highway 13 to 494. Never have seem them on site doing speed enforcement but always see many people pulled over around this stretch. They can easily put themselves on the entrance ramps and due to the tightness of the road it is really hard to seem them until you have passed them so be careful driving in this stretch.

I35E

NB & SB I35E/McAndrews Road. I have only seen a Burnsville PD car doing enforcement to people driving northbound but he could easily do the same to southbound traffic. Not sure if he was using Radar or LIDAR.

SB I35E/Yankee Doodle: MSP shooting LIDAR to southbound traffic (could easily target northbound too...)

SB & NB I35E/494: HOT area! I35E PSL goes from 70mph to 55mph a few feet before and they easily sit in any of the wide medians around that interchange and shoot LIDAR/Radar to southbound and northbound traffic. Pay close attention at night especially.

SB I35E/St Clair Ave: I35E has a 45mph PSL (which no one follows) around this area and I have seen MSP sit on this entrance ramp using LIDAR.

NB I35E/Maryland Ave: This one was a long time ago and they have redone the road since then so I am pretty vague but I remember seeing the MSP shooting LIDAR from the shoulder on the right side.

494

Northbound 494/Tamarack Rd: Woodbury PD with lights out sitting on median shooting rear Radar.

Southbound/Northbound 494/South of Lake Rd exit: MSP likes to sit in the wide grass median shooting Radar & LIDAR both ways. Tons of space for them to pull in.

NB 494/Bailey Rd: The entrance ramp from Bailey rd onto northbound 494 is long and truly hidden from people on 494 so you cannot see who is merging until you have passed it... I have not seen any enforcement there lately but a few years back there was a huge speed trap of officers catching people from this ramp so be careful.

EB 494/ Highway 52: Saw Inver Grove PD car late at night with lights out on the wide shoulder at this interchange (guess is that he was hooting rear radar to people driving eastbound.

WB & EB 494/North of 60th St W: MSP shooting LIDAR to westbound traffic right from the median

EB & WB 494/I35E: MSP LOVES this area. You will see them sitting around this interchange mostly every time you drive by. Some times they just sit there chilling and other times they do speed enforcement. Slow down a minute before and after passing this interchange.

694

SB/NBin 694 has tons of medians where MSP likes to sit on. I usually slow down here as they can be in pretty much any of them. Get a rabbit or keep it around PSL

The stretch where 694 runs side by side with I35E is pretty wide and have seen MSP and other PDs sitting around there westbound and eastbound.

I94

EB & WB I94 by the MN/WI border. They like to sit in pretty much any exit/median so again, slow down and watch for entrance ramps as I have seen them sitting on those and tag you once you have passed them.

I94/694-494: Highly patrolled area, not so much for speeding but you never know so slow down around here.

Now, I94 is pretty busy most of the time but you have a couple stretches (St paul and Minneapolis) and the one that goes from downtown Minneapolis up to where 694 becomes I94 again. Police can sit almost anywhere, especially in the stretch north of DT Minneapolis. PSL is 55 and you should just keep it around that as it can be busy and you won't get too far by speeding.

NOTE: Wide open road for the most part and I have not seen much enforcement but it is also, out of the main highways, the one I drive on the least.


Westbound 394/Penn Ave S: Saw a local PD running Ka band from the entrance ramp.

Hwy MN 100
Highway 100 cuts north to south and connects 494 with 694. Main areas of enforcement are both ends (beginning and end) as they are the widest and have medians/shoulders for cops to sit on.

NB & SB 100/W 66TH St: Another well-known spot for cops to sit on. I think I have only seen the local PD (Edina) doing speed enforcement here, but trust me they sit here quite often. They park sideways right underneath the bridges and shoot at incoming traffic.

Highway 169

This road just runs parallel to highway 100 just a few miles West. Have not driven on it much but I am quite familiar with this road south of the cities. Be careful when driving on the stretch that goes from Old Brick Yard Rd to Highway 101. Have seen MSP and Shakopee PD on the medians running speed enforcement, especially by Adams St S and 169.

Highway MN 13

MSP likes to sit on the stretch that goes from 169 to the interchange with 101 (if you look at the screenshot, it is the stretch that runs between the icons of 169 and 21.

EB 13/Dakota Ave: I have seen the MSP there twice shooting LIDAR at upcoming traffic from the west. PSL is 55 and westbound traffic, before reaching where MSP sits, has to go over a hill and MSP sits at the far bottom of this hill waiting for a customer. Sneaky, so be careful as they can see you way before you can see them.

Highway 10

SB & NB 10/Hwy 96 W: Another favorite spot for locals and MSP. PSL is 55 on this empty road.

Highway MN 36

This road is pretty tight and hard for cops to sit anywhere comfortably between 694 and I35W but watch for entrance ramps. Also, the stretch that goes from 694 to Stillwater is patrolled heavily and has tons of wide shoulders and medians so don't speed much unless you have a rabbit or traffic ahead of you.

WB 36/Lexington Ave N: Saw the MSP sitting on the median once shooting LIDAR (PL3) to upcoming traffic from the east.

Good post, my commute involves i-35 in-out of the cities and i concur with all of these. Worth it to add that the MNSP loves rolling i/o so regardless of their speed traps, you need to be careful all around the cities.

That’s a great summary! I would just note that Edina PD will set up all along their portion of 100, not just down at the south end of it. It’s crazy.

Thanks, I drove from MSP to Rushford and have commuted between Rochester and Rushford all week. Couple of weak Ka pings some K and X but haven't seen one State or City LEO trap.

494 from 35E to 52 is noteworthy. A friend warned me specifically about this stretch when I accepted a job offer with a commute down it. It didn't take long to realize the reason is the comfortable no-U-turn median crossovers that are absent from most 6-lane freeways with the wall in between. I see them in these crossovers maybe 33% of the time. I'd imagine any stretch with the median and crossovers is far more risky than those with walls between the directions. Good news is these crossovers are visible from a ways away so I feel comfortable just using my eyes, watching the median as a primary CM and detector as secondary CM believing there to be ample time to slow down. Or I'm just foolhardy. Who knows.

After living my entire life in Iowa then living here for 10 years, I feel like enforcement and sightings on MSP freeways is comparatively rare. But that's probably more a function of being a major metro than anything else. It all depends on your baseline. The lower the population density, the greater the risk.

But that's probably more a function of being a major metro than anything else. It all depends on your baseline. The lower the population density, the greater the risk.

You’re probably right overall, but certain stretches here and there are really heavily enforced, though. Edina PD regularly has units on 100 between the 50th St exit all the way down to 494. Usually CO Ka but still...

Thanks! Fun to hear from someone else in my area. I live in Stillwater. In our area the scenic HWY 95 is, for some reason, almost never patrolled. I think I picked up one signal in the last 5 years. However, the parallel County Road 15 is patrolled almost daily. Luckily, in my area, it's almost always Ka constant on. So you see them coming for a mile.

Actually, in MN, I watched for about 10 years and never had a true K band alert, so cut X and K and just run Ka. (and laser)
