The thing about this data, valuable as it is, is that it can't be relied on to accurately reflect your chances of encountering a particular type of enforcement. It only tells you how the people who received tickets AND took their ticket to a lawyer were cited.

Encounters that didn't result in tickets are not represented, and tickets that weren't brought to a lawyer are not represented.

Most notably, does 1 one out of every 5 ATTEMPTS to catch a speeder involve pacing? Or are drivers who were cited via pacing much more likely to say "That's some bullshit, he didn't even clock me," and lawyer up? And/Or maybe pacing yields more tickets per encounter, for instance if a cop who wasn't running radar or actively looking for speeders sees you doing something egregious, he might decide "this fool's getting a ticket" and write it up via pacing.

What IS valuable, for drivers in the specific area that the OP covers, is knowing in a broad sense that:
1) Ka is common in that area
2) Laser is common in that area
3) X and K are NOT common at all in that area
4) Pacing, while likely not as common as Ka or Laser, is still a real threat.

With an app, a detector, jammers, and watching your 6, every one of those threats CAN be addressed. But no countermeasures are perfect.

Moving or freshly set up police won't be marked on the app

Jammers don't always jam successfully
A sneaky pacer may catch you when you're inattentive.

The marginal cost of better protection goes up once you've done the cheapest/easiest things. Everyone has a point where they decide the cost/benefit isn't worth further investment, and there's no way to really make an accurate blanket statement about what (among countermeasures that give ANY added benefit) is or isn't "worth" the money.

If Theia delivers the expected performance, it will be a noticeable step forward against I/O radar, and radar in general. And with the expected lower false rate there would be fewer alerts to sort through, which should leave more of your attention free for other types of threat awareness. For a lot of people that will be well worth the price, which contrary to the thread title is expected to be under, not over, $1K.

Equipping yourself against a government budget will never be 'cost effective'. I would assume that a legal defense against 'misdemeanor' speeding would significantly change your cost/benefit ratio. At the end of the day I enjoy the game.

I thought Theia will be in the market sector, "by all means necessary, let's make the best detector EVER!" category.

if Theia offers measurable advantage over other RDs out there, I'd pay pretty insane amount of $ for the protection.

The same people will blow tens or even hundreds of thousands of dollars on cars that aren’t necessary to get them from point A to point B and certainly aren’t the highest bang for their buck, but they might quibble over a couple hundred bucks on the countermeasures they put in it that help them to enjoy the drive.
