Louisiana LEO in unmarked Escalade handing out speeding tickets

In West Baton Rouge Parish on HWY 190 my R3 picked up a Ka band and about a mile ahead I saw what I thought at first was a state trooper in a Tahoe... but as I got closer I realized it was a white Escalade with what appeared to be civilian plates (tan-ish plate with pelican). LEO was using radar gun out of the driver side window. I didn't see him pull anyone over, but is it common for LEOs to use what appears like off-duty vehicles?? Obviously you'll see unmarked cars all the time, but those are typically still fleet vehicles of some kind, not luxury SUVs, right?? It couldn't have been a department-owned vehicle... unless they really are brining in that much money from tickets. Never seen anything like it anywhere else in Louisiana.

I know a LEO that confiscated a really nice Escalade from some drug bust. Had the big wheels, custom interior, you name it. It was his work rig for some time until he decided it was a bit frivilous to have to be burning premium gas in it all the time since they typically fill up from a central location that didn't offer that. He doesn't do traffic enforcement. He went back to a Tahoe that he really liked, wanted to take it with him into retirement. If it saves the department having to buy a new rig, why not.

Where I’m from I think cops can put lights and sirens on their owned vehicles as I’ve seen unmarked cars ranging from a Toyota camry all the way to Mercedes. Maybe Louisiana PD LEO have some type of permission to use their own cars?

Here I have been seeing newer Tahoes with plates like mine doing I/O. They are in random colors, look like any other car on the road. Not lowered, look like they were bought at the dealer and put to work. Not like an under cover car. Some are red, green, blue but they set off the detector in plenty of time. Not sure where they got the creativity. Maybe there was a similar. Previously they were easy to spot and ran C/O.
