I'm I'm wondering if it might be MRCD, what area are they from? If it is MRCD the next firmware version should help. In the mean time try having them drive by with kband at Max sensitivity, and k filter off, k wide and see if it gets it, it will be a very weak signal mist likely . It could also be rear laser based I suppose....

I think it's just a surveillance camera. MRCD/MRCT should have a radar, camera, and flash unit.

Yeah I don’t see a radar antenna there, just cameras. Do they use point to point cameras and average your speed going from A to B there?

Helping people abroad can be difficult because they have different systems than we have here.

I have to agree. Used for monitoring traffic flow. No flash, no ticket.

We have a some similar set ups in Edmonton as well. Usually on bridges that span the river that snakes through the city.

A warm river and frigid air temps cause the bridge decks to freeze. They can post messages further up the freeway on giant electronic billboards to alert drivers, send road crews, or help.
