I asked the same question: JB replied,

"If the Android device has a GPS chip and Android 5.0+, it should work fine, and an LE dongle should work with it."

He basically pointed me toward the cheap Android Phones at Wally World that work on the network they push or a pay by the minute plan Android phone. Since you will not be using a sim, the provider doesn't matter even if it is a pay as you go phone, you are going to pay so if there is a cheap one that the startup plan isn't included that is great because it is cheap and you aren't looking for a plan anyway. I found mine on Amazon.

My $15 Alcatel phone came with some minutes. I never activated it, though, because I don't need them. First thing I did was remove the SIM card and put it in airplane mode.

Also, if you can install JBV1 from Play Store, you meet the minimum requirements to run it:

Android 5.0+

It'll run without GPS, but you won't want to do that.

Thanks, I had run YaV1 with a dedicated phone, but it's too old now. Going to set up another one. I appreciate it! Thanks for all the work you do on the app - it's incredible

If you don't mind spending a bit more money, get a phone with an AMOLED display. You'll thank me after your first nighttime drive. Otherwise, anything 5.0+ should work, but 6.0+ is better.

I would never buy another phone with an LCD. They will never solve backlight bleed, it's extremely noticeable if you ever use your phone in even slightly dark situations. And the colors are ****. Viewing angles are ****. OLED 100%

Oh sure, now you tell me that after I buy the Android phone based off price, running 5.1 or higher, and having GPS. The one I bought was an IPS LED display Android Smartphone!

Sorry! I was just trying to minimize the start-up costs for a new user. Not everyone is hung up on display quality like I am.

.
Well we did do good in minimizing the startup costs! Consider me a display freak also. I had one of the first iPhones that came to Atlanta. I do some night driving but the majority is daytime.
