I just migrated these links over from photobucket to Imgur.

Harris county is the most populous county in Texas and so it has so many different policing organizations it's hard to keep track of them all. We Houston speeders have to keep track of:
Houston Police
Houston Metro Police
Harris County Sheriffs office
Texas DPS
and several small municipalities that reside within Houston city limits like West University PD, Bellaire PD, and Hunters Creek Village and a few others.

...Then on top of all that the Harris County Precinct Constables who come in more than 8 different flavors.

I hope this thread will serve as a central location for sightings and reports of activities relative to the Harris County Precinct Constables so no matter what side of Houston you’re visiting you have a idea of what to look out for.

For starters, Harris county is divided into 8 precincts, with a constable elected for each one.

The Harris County Constables are elected at the precinct level and deploy deputy constables to serve warrants, act as bailiff’s in the courts of their precincts and fulfill law enforcement duties just like any other Texas peace officer. Constables may make a warrantless arrest for any offense committed in their presence or view anywhere in Texas, except for offenses under Texas Transportation Code, Title 7, Subtitle C, which covers most moving traffic violations. However, they may enforce all state and local laws while in their county, including traffic offenses. Constables may serve arrest warrants anywhere in Texas.

One of HPD's favorite spots to do traffic enforcement on the north side. You will see a Dodge Ram 1500 shooting PL4 on top of the bridge on the right side of 59 south everyday. You cant really see him till its too late due to the sign blocking your view and coming down a hill. You will also see unmarked crown Victoria/Camaros using PL3/PL4 on both sides of 59 in that area between Tidwell and 610.

In the early 90s there was a period where a dispute arose between the HCTA and the HCPC department about how to divvy up the proceeds from tickets written on the toll road. HCTA didn't like their cut so they stopped patrolling the toll roads. The only department that would patrol was the TX DPS. That was a nice time to have a Mazda RX-7 and a long commute.

I've chased that HPD truck a few times to see what he was shooting but never could catch him without a customer. That was in the pre-Waze era.

I drive threw precinct 3 everyday and yet to see x band

I have also found that Houston and surrounding areas have contracts with mph, lti, stalker, and kustom signals till 2017 for speed enforcement. Decatur/dragon eye was recommended but no contracts was signed.

I did see that lasercam 4 was in the mix for about 8-10k, can't remember at the moment.

Do you know the municipalities? I know Stalker and Kustom have big contracts in Texas, obviously LTi has a big piece since I see that gun all the time. I think the report of the DET gun in Houston might have been a encounter with a sample. All my LEO contacts have all moved on to other assignments so I have no traffic intel in the Texas area anymore.

The Sheriff's office for sure should have the same contracts across the office, but the Constables are all on their own budgets so they spend how they like.

I heard years ago P5 was the richest of the 8 and so had all the good toys. But stats are tricky because P5s collect a lot of tickets in school zones in the Memorial, Westchase area and of course they patrol the west Beltway which is probably the busiest fast section of the toll road system.

I was out on the East beltway a few weeks ago and it was a ghost town. I was cruising 100+ with like two other cars in sight.

You can hit 100 just on the feeder haha. Precinct 3 patrols beltway 8 between i10 and 59 north pretty heavily sometimes.

I have a video coming up about how useable 100 mph is on a day to day basis without taking everyone's life in danger.

I've also seen them set up traps to catch Rd users. They will have radar behind a curve/hill then laser on the next.
How does using radar before a laser trap trick RD users? Are they using enough of a gap that RD users might speed back up before the laser trap?

They used to work traffic lights and occasionally some radar back in the Linear administration but now days they just police the bus and rail system. But I wouldn't pass one, they are licensed to police Houston just like the regular PD. There are some strange twists even in HPD, when I crashed my BMW I was talking to the cop working scene and he did not have radar in his Tahoe, when I asked about it he said he was strictly patrol, traffic got all the toys now. He added that the only traffic stops he does are for accidents and DWIs.

Seen a new unmarked silver dodge charger patrolling by bush airport today. Couldn't tell if it was precinct 4 or sheriff. Also seen an unmarked black Taurus shooting lidar all over 59n by 610.

Saturday morning I went scouting up 59N from downtown up to the Beltway then down the Hardy Toll Road. All I found was the HPD Dodge Ram shooting a PL3. I would love find one of these unmarked cars running patrols, but they may be only running commuter hours.

I don't see them doing too much traffic on 59n on the weekends like they do the week days. I did come across unmarked white charger (precinct 4) and a marked slick top f150 (precinct 3) just now.
